Do you know if you need the certificate of origin when you import dry mortar production line from China?

Let me first talk about what is a certificate of origin? What does it do?

CERTIFICATE OF ORIGIN is a certification document provided by the exporter at the request of the importer and issued by a notary agency or government or exporter to certify the origin or place of manufacture of the goods.

The certificate of origin is a valid certificate for the trade-related parties to hand over the goods, settle the payment, claim settlement, customs clearance and acceptance of the importing country, and collect tariffs. It is also a certificate for the exporting country to enjoy the quota treatment and the importing country to implement different trade policies for different exporting countries.

The role of the certificate of origin:

1. As the basis for taxation;

2. As one of the documents allowed to be imported.

According to different issuers, certificates of origin can generally be divided into the following three categories: ①Certificates of origin issued by commodity inspection agencies, such as: GSP FORM A;General Certificate of Origin (CERTIFICATE OF ORIGIN). ②Certificate of origin issued by the Chamber of Commerce, such as the general certificate of origin issued by the China Council for the Promotion of International Trade (CCPIT), referred to as CCPIT CEERTIFICATE OF ORIGIN; ③Certificate of origin issued by the manufacturer or exporter.

There are seven types of certificates of origin. Do you know which certificate of origin your country needs?

1. C/O

The general certificate of origin (C/O) is a document certifying that the goods are originated in a specific country or region and enjoy the normal tariff (most-favored-nation) treatment of the importing country. Its scope of application is: tariff collection, trade statistics, discriminatory quantities Restrictions, anti-dumping and countervailing, marking of origin, government procurement, etc. Any country can do CO. Full name: CERTIFICATE OF ORIGIN.

2. FORM A

FORM A is an official document with legal effect for further reduction or exemption of import tariffs on the basis of preferential country tax rates for Chinese export products. There are 38 countries in the world that give our country preferential treatment (that is, F/A can only be done when exporting to these countries): EU 27 countries (Belgium, Denmark, Britain, Germany, France, Ireland, Italy, Luxembourg, the Netherlands, Greece, Portugal, Spain, Austria, Finland, Sweden, Poland, Czech Republic, Slovakia, Latvia, Estonia, Lithuania, Hungary, Malta, Cyprus, Slovenia, Bulgaria, Romania), Norway, Switzerland, Turkey, Russia, Belarus, Ukraine, Kazakhstan, Japan, Canada, Australia and New Zealand. Full name: GENERALIZED SYSTEM OF PREFERENCES.

3. FORM E

FORM E is a preferential certificate of origin used in the China-ASEAN Free Trade Area. At present, the countries that my country has issued FORM E certificates include Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam. FORM D is the certificate of origin in the ASEAN Free Trade Area. (FORM D is equal to FORM E, generally called FORM D in foreign countries)

4. FORM F

China-Chile Free Trade Area Certificate of Origin (FORM F) Free Trade Agreement between the Government of the People’s Republic of China and the Government of the Republic of Chile, a single China-Chile Free Trade Area FORM F certificate of origin.

5. FORM P/FTA

FORM P/FTA can be issued to Pakistan. Starting from January 1, 2006, the two parties will implement zero tariffs and preferential tariffs for more than 3,000 tax items that have been implemented in advance. The tariffs of 486 8-digit zero-tariff items originating in China will be gradually reduced in three times within two years, and all of them will be reduced to zero on January 1, 2008. 486 8-digit zero-tariff items originating in China will be implemented Preferential tariffs, with an average preferential margin of 22%. The preferential tariff rates for goods given tariff preferences range from 1% to 10%.

6. FORM M

The countries that can issue FORM M are: South Korea, Sri Lanka, India and other three countries. The tariff preferences for goods that give preferential tariffs range from 0% to 30%.

7. C/O FOR TEXTILE PRODUCTS

The full name is CERTIFICATE OF ORIGIN (TEXTILE PRODUCTS), which is also C/O for short. In order to distinguish from general C/O, you can say C/O FOR TEXTILE PRODUCTS, which is for textiles exported to EU countries. The certificate of origin issued by the class is to be applied for at the Bureau of Trade and Industry.

Textiles exported to the EU need to apply for a textile origin certificate:

(1) The EU sets a limit to 8 categories: 4, 5, 6, 7, 20, 26, 31, 115 are changed from the original license to the certificate of origin, including other types of textiles that require a certificate of origin.

(2) The original 15 EU countries: Germany, Britain, France, Italy, Netherlands, Belgium, Luxembourg, Denmark, Ireland, Spain, Portugal, Greece, Sweden, Finland, Austria.

10 new countries: Poland, Hungary, Czech Republic, Slovenia, Cyprus, Estonia, Latvia, Lithuania, Slovakia, Malta. Two new countries were added later: Romania and Bulgaria.
